Actually, the government needs to be audited! Waste needs to go out the window (i.e. - Space Program, how does the possibility of life on Mars affect my life? NOt at all! Use the money to pay our teachers.)

Subsidising teachers is pretty socialistic. Anyway, if you want to increase the pay of teachers, then you need to increase the need for education and boost enrollments.

The best way to do this is to send manufacturing across the borders. Suddenly, unskilled labourers are out of work and need re-education. Secondary and post-secondary schools get a boost in enrollment. Once, America was a society based on Agriculture, but with the introduction of technology, it shifted to manufacturing - and out of work farmers had to learn new ways to make a living. It is time for another shift, a shift away from manufacturing. In the short run this will destroy the unskilled labour base, just as the original shift hurt the farmers, but in the long run, it will increase the need for education, which will, in turn, boost teacher salaries.

Of course, with the increase in overall education, America's overall standard of living will increase as well.
