When it is said we are engaged in a war on terrorism, the reason why Bush has said this is simple. It is a vague reason for war, and will justify any action he decides to do. As long as it is seen, by the American people, as "the right thing to do" (and the rhetoric is -- oh, you want terrorism to continue?) this will allow him to say, wherever he goes, "Oh, it's just more terrorism we are fighting."

Yes, it is not effective. But do you think Bush really plans on it being such?
