Your premise is off a bit - I think you it should be Saudi bases in D.C., in order to reverse the situation that is enraging Bin Laden.

Also, in order to reverse that situation, he would have to avoid our "holy" sites, and since D.C. is so history-laden perhaps we put the bases in, let's say, Cleveland.

Now, if those bases were there in order to protect us from an enemy from the North, like our bases in Saudi Arabia did concerning Iraq (remember, we went there at the invitation of the Saudis because Sadaam literally threatened to take them as well - Bin Laden was offering to bring his Afghan guerrilla friends to help defend Saudi Arabia until the Americans were invited) I would not be thrilled. I'd be embarassed at our own inability, but I'd also be glad that someone "had our backs."
