I just thought I'd be agreeable right before I disagree (mildly) - the money (most of it) that goes to Egypt and Israel is part of the Camp David Accords - we pay them both a lot of money to not fight (there's probably other justifications, such as loss of the Sinai for Israel, etc.) We really haven't given Egypt a lot of direct military aid for a while. However, whatever they do with that cash is their business and I'm sure some of it has gone to military sources, or at least freed up Egyptian money to go to military sources.
