Concerning Isiah's using the phrase "young girl" rather than Virgin:
OT writers were very skittish with sexuual words. For example, in the eary books, the penis is called the "upper thigh" when referring to circumsion. This could be a similar type of situation.

In reference to the census:
In Egypt, they were required to return to their hometown's to register for the many census' they had (multiple in some decades - it was required by many new governors).

The Roman efficiency that you mention could be the reason for this: The Jews already categorized themselves by clan and family - build on that rather than re-create a whole new system. In fact, that was the strength of the Roman system - it federalized a lot of government.
