The state of Florida (and probably all states) only requires people to provide animals with adequate food, water, and shelter. Unfortunately, that doesn't mean GOOD food, or soft comfortable shelter. So, I agree, calling Animal Control is not the thing to do. I think one of the best things that we as sitters can do is educate people. A few suggestions will go alot further than turning anyone in.
