I did read all the posts but the way your new post read was like you were personally considering it. Sorry I misread you. ;)
Volunteered at the shelter today & asked Director about abuse. Like Jenn said as long as they have food, water & some type of shelter they are "fine" & even if they left the pet(s) alone while they were away--as long as they had the above, couldn't touch them or at least in Shelby County, TN. Also said it was extremely hard to "prove" abuse.
One woman came in & brought 14 kittens & one of the mama's she claimed they were "dropped off" Another brought in someone's cat that she claimed was "terrorizing" her yard by pooping in it & making her dogs bark. These are the people that I have problems with.
