The story is bogus. In fact the Marinekorps was in higher state of alert (in general, not especially the harbours, with the exception perhaps of Oostende) due to a number of things.

One, they had found some documents in a British motor boat that were suggesting a possible attack on the harbour of Oostende. Two, there was the visit of the emporer in these same days, who visited the Zeebrugge harbour after the raid, as he still was here.

It's a bit like the old legend of the Marine Radfahrer Abteilung that was crossing the claire voie to the Zeebrugge Mole on the moment of the explosion of the C3 submarine, which has started to live a life on it's own, and which is clearly not confirmed in the German casulaties on that day. I've been researching the casulaties of the Kaiserliche Marine that are on the Flanders burrial grounds for a number of years, and nothing shows any proof in the direction of these two stories...
