There is some logic to this, as government allows the sale and consumption of tobacco and alcohol products, and derives revenue from taxing them heavily. The use of and addiction to drugs is a (major) medical problem. It should be dealt with as such, unless a criminal act is committed in the use of the drug(s). The idea of putting drug USERS into the criminal justice system is criminal in and of itself. To criminalize a person for drug use is causing more harm to a victim, and does not serve society.
