Subject: Getting Title to my car from dealer

I paid cash for a car from a dealer and have not received the title. It's approaching 90 days and they say they had a problem with the previous owner of the car paying the wrong lienholder. Is there a law on the books in California for a time deadline to provide title or buy back the car??
