Hi - I just finished re-reading NIC myself, and at one point in the book Anita asked JC why Asher didn't become Master of the City somewhere else (JC says Asher is powerful enough, even if he doesn't have an animal to call). At that time JC says that, "If there was a territory vacant in this country, and he would be welling to leave us, then yes, he might rise to Master of the City." Implying there aren't any "openings" and that Asher has freewill.

Until you said something, I hadn't even considered that the Council might have "kept" Asher. Is it more a case that the vamps are tied to the "masters" because they rise from their power (the masters)? Thus, if you have the power to rise on your own, you're free to pick your own allegiances, maybe? I dunno…guess I’m going to have start all over and re-read all the books…sigh. It’s a sacrifice…but no machetes, salt or goats required, so hey, I'm so there. ;)
