I assume you are talking about the Amera file? You can get the file wet and some people feel you get a smoother finish, but you normally will use it dry. File and use the end of it to take the frayed ends of the nail off. Follow with the Amera buffer to get that glass smooth finish. With the buffer you use the black side first, followed by the white, then gray. Never use the file to file on top of the nail and do most of your filing with the file. Use the buffer to finish and smooth out. Otherwise you will wear your buffer out if you are using it to file the nail.
