I thought you were going to ask if they were kosher, lol.

My guess (barring obscure mystical significance that would probably be accidental anyway) is to keep at a particular weight. Seven are 12 ounces, that is it. Of course you can get bigger packages which are sold by weight also.

Why not 16 ounces? Or 18 ? 18 being a mystically significant number. I don't know, really. I am just guessing.

On a side note, I have also wondered the same thing about batteries, there seems to be no correlation between the amount needed and the packages. Usually there is one battert left over. This lonely battery often gets lost while waiting to find a use(requiring the buying of another package).
