I never had any problem with it. I am surprised that someone would be arrested for it. However, if the presence of the individual was a concern they could be asked to leave, then arrested if they failed to comply. This would not have an effect on filming as long as they stayed in areas permitted.

If it was my car, and I was involved, I would see no reason to remove or deny filming. As a police officer, I am able to videotape stops, why not citizens?

The concern to all really concerned with justice is the fact that the attitudes we have often determine the way we view the things we see. So rarely do the images we see enter our memory without being subjected to our views about actions. As any person familiar with the legal system, a tape can influence opinions of jurors either way, depending on the information presented, prejudices, and the way it is recorded.
