Did God create (Jesus, the heaven) that the "F"ather was in!
{Was Jesus then already crucifed and (in heaven-Jesus)when he talk to Paul! (Acts 22:7,8 John 3:17)
God sent his Son that the world might be saved.

As I see it shauna, I would have to consider what is meant by "all" in these verses. The verse thing I would consider is "who is all"?

Since your text is taken from Ephesians the first thought would be "ALL of EPHESUS" but is that who Paul is addressing?

Eph 1:1
1 Paul, an apostle of Jesus Christ by the will of God, To the saints who are in Ephesus, and faithful in Christ Jesus: (NKJ)

So I see the Scripture saying that Paul was NOT addressing all of Ephesus but ONLY the saints and the faithful in Christ Jesus. If you are speaking to your children and say to them "If you are good we will "ALL" go to the zoo. Does that mean that everybody in your community will go to the zoo if your children are good? Down below you quoted;

[Rom 3:22] Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference:

another translation says;

Rom 3:22
22 even the righteousness of God, through faith in Jesus Christ, to all and on all who believe. For there is no difference; (NKJ)

The righteousness of God is given to "all" through faith in Jesus Christ. and is ON ALL who believe. Two things are in that verse.
1. The righteousness is through faith in Jesus Christ.
2. And the righteousness is ON ALL who who believe.

So I see a distinction when the word ALL is used. What do you think?
