I have found that it works both ways.

It would seem to all boil down into what goals your enemy has. Would it best behoove you to delay the enemy, or attack the enemy by surprise. Is your enemy trying to escape a trap, or just going about shouting out "Kill! Maim! Destroy!"?

Any information given about your formation in essences affects the attack flow, and weakens your position. Your enemy would not be waltzing around in the open knowing that he is adjacent to a unit in the trees, but he just may do that if that guy is HIP. I believe that the real questions at the basis of no HIP status are:
1) How will this unit information strengthen your position?
2) Why do you need this unit exposed in the first place?

Assume that there are side A and side B. Side B has HIP. If side A's objective is to exit units, then non HIP side B units are good for channeling the escape path to an area which abound in HIPsters. If side A needs to totally annihilate side B, then more HIP units would benefit side B, due to uncertainty of unit placement.

This is more psycological than science. For example, against an escaping enemy, do you have enough units exposed to push the flow of the game to the other side of the board? Depends on the player. If you have General Patton as an opponent, I guess you should presume nothing will stop him from going where he wants to go. On the other hand, a more cautious player will take visible units and use them to determine his course of action.
