Good, playable copies of SL (and the gamettes) are going every day at eBay. Shop the auctions, you should have no trouble scoring a copy for US$20-30 (I got mine for US$25), and shipping averages around US$8-10 for games. For not much more than a tank of gas in one of those oversize SUVs you can have the full game, not just an electronic file you'd still need to print out.

If you really don't want the game itself I've even seen copies of SL and COI rules going there (heck, I bought a couple to have spares to cut up and stick in a binder). I know of someone in France who'd probably sell you an incomplete (couple of boards and some counters missing) set of all four games for less than 50 Euros, shipping included (customs is your problem, of course), drop me an e-mail and I'll forward it to him.

There are several places on the Web that offer out-of-print games, as well, just do a search and some poking around and you might be surprised what you find.

In sum, there's no need to bust copyright laws for a measely rule book on disk when you can have the whole enchilada at reasonable prices!
