Right, among other notes on them (63.34, 63.6, to name two).

And of course, every once in a while there comes a rules question that "asks for" some research.

But first, for an "official" rules question ruling, you should send an email to Alain Chabot at ... Alain is the currentOfficial rules question answerer, designated by MMP (Multi-Man Publishing) and also a player and participant on the SL Mailing List (he also keeps the "Record of Scenarios" for us). Busy man, but we're glad he's with us!

My feeling is that there those two items in 63.42 that you mentioned are _not_ linked. The portage cost is not the reason why you can't fire these mortars in the advancing fire phase.

I would suggest following the CoI rule of not permitting fire in the advancing fire phase if the mortar or infantry involved moved during the previous movement turn.

PS. I recollect seeing a Q&A on AT gun rates-of-fire during the advance phase when a crew has moved into the hex, but have not located the reference.
