I remember Vortex, though I wasn't there. I grew up in Portland, however.
Vortex was a clever plan by a clever Rebpublican Governor, Tom McCall of Oregon. It was during the worst of the Vietnam years. The American Legion announced it's plans for it's annual convention in Portland, Or, with Pres Nixon as the keynote speaker. Anti-war activists took note. Police expected 25,000 American Legion members, and 50,000 anti-war protesters.
Do the math. The answer is "riot"
McCall did a smart thing. He sponsored a rock concert about 25 miles from the American Legion convention. Anywhere from 50,000 to 100,000 showed up (it was free, so nobody counted) but the bottom line was.....there was no violence, either at Vortex 1 or at the American Legion convention (Nixon never showed up).
Anyway, that's how we do things in Oregon.
