Subject: Is this rust? & Positive ID needed please

Hello Everyone,
Im hoping someone will be able to tell me if this is the disease called 'rust'? It is affecting succulents in the Crassula family. Secondly, originally this plant was named Crassula perfoliata, but on one website a very similar plant was ID'd as being Crassula nudicaulis. Anyone know what it is? (Have posted same query in other succulent forums, but no-one has replied). Thanks everyone.
