TH (Who I really admire and truly hope is clean) has now had questionable results for 3 different blood tests. (Perhaps more if other rumors prove correct.)

If only the Vuelta results were in question, then the B results confirm the A results and (I assume as in other cases) he would be considered to be doping. The IOC jumped into the fray late, supposedly only rechecking their questionable results AFTER the Vuelta results. Perhaps they don't have their act together. However, if the IOC had kept out of the matter, it would have been a much clearer case: B sample replicates A.
