What do you mean? Pena is a very fine time trialler so there is nothing surprising about his performance. Doesn't it perhaps show that Landis is not infallible. USPS have avowed they are after stage victories, so it comes as no surprise to see some of their riders hammering it when it other years, they would have saved themselves.
