Canal Vasco is definitely not showing it.
When you go here <a rel=nofollow target=_blank href="http://www.rtve.es/,">http://www.rtve.es/,</a> it looks like the 2 TVE substations you referred to that definitely have Vuelta coverage are La Primera and La 2. LP for example is showing tomorrow's stage starting at about 4 CET time; La 2 has a prerace show at 3:15. But I don't know if that contradicts what is posted above by SG about it being the American version. Will go check that out - hang on. On the <a rel=nofollow target=_blank href="http://www.rtve.es/">http://www.rtve.es/</a> page, hold your cursor over TVE and then scroll over and click on Programacion, then on La Primera and La 2 (one at a time to get each schedule). HMMMM...ok wait - I checked the TVE America thing and I don't see any Vuelta listing....Aaah, I think it might be that one-hour Telediario sort of wrap-up show you see on the DirecTV site. Anyone? Yes? No?
