Years ago I knew a fellow who felt that everyone should be entitled to kill one person without any repercussions. But if you exceeded your limit there would be dire penalties. And of course if you've used up your license then you end up as fair game for the relatives of the one you killed but you can't do anything about protecting your own kin.

As for the original question, getting rid of one person never solves the problem. The person is not the problem but only the symptom -- or sometimes the result -- of the problem.
