I believe it's still legal here, too. We have laws that say they have to tell you the "minimum guaranteed analysis (guaranteed analysis in Michigan)" of Nitrogen, Phosphorus, and Potassium that's in the fertilizer. But the last I heard they didn't have to tell you squat about anything else that might be in there.

Fertilizer is usually ground rock or other "inert" material which is blended with things that supply N, P, and K until the mixture is 10-6-4 (% N, P, K), 5-10-5 or whatever the label is supposed to read. What they use for the "inert" material can be almost anything and that's where the fun begins.
