Ken Lay was the Chairman of the Board of Enron.
Andy Fastow was the Chief Financial Officer who cooked up the schemes to cook the books to make the earnings appear much greater than they were which boosted the stock price.
Both got lots of money out of the deal.
Lay is still a friend of the Bush family although DuhB-Ya seems to have disowned him of late.
Fastow is under indictment for 78 counts of things like fraud.

They really don't have much of anything to do with the matter under discussion but since I didn't understand it myself I decided to muddy the waters.
