I think part of the reason folks disliked this film is that the original is so beloved and etched into our minds. Vince Vaughn is creepy and is a very good actor, in my opinion. It is difficult, however, to picture anyone but Perkins in the role. That is likely due to the fact that it is so ingrained in my mind that Perkins IS Norman Bates.
I prefer the original but not just because of Perkins. I disliked the stilted delivery of the detective's (W.H. Macy)lines, which I am sure is done intentionaly. I just thought it didn't fit. I didn't like the scene where Heche is driving and thinking about her actions. The film was inconsistent, going from quirky to extremely faithful to the original and back again to quirky.
Movies can be (should be?) art, not just mindless entertainment. I think this remake falls in the art category. It was experimental and there is nothing wrong with experimenting. But you can't help but compare to the original, and I prefer the original.
