If he attacked you outside the city and fled into the city, then you are breaking the law when you went into the city to pursue your attacker. If you followed him untill he left the city, or if you caught him before he made it to the city gates, then there would be no problem with you offing the bandit. Everyone that enters Kaiden is protected by it's laws no matter what that person did outside of Kaiden. Once that person breaks a Kaiden law, then they are subject to be tried by the military and either executed or thrown in the dungeons!
