The old code of being in or out of the city is gone.

The new system is set up so that if a guard sees you commit
a crime then you'll be wanted.

As far as bandits or defending yourself, it's just like in
hockey. If the dude bashes you in back of the head when the
ref isn't looking then he turns around just in time for you
to take a swing at the guy, you're the one to get busted.

Sight is also based on time of day as well just the same as
a PC. So late at night it's more dangerous wherever you are
especially when no guards can see people committing a crime.

Makes the wanted system more realistic, though there's still
the magic of every guard knowing. But that's something that
can be dealt with down the road.
