The code is set up to learn gradually. All code for NPC and PC
are the same.

It used to be that an NPC's offense would go up every time
it was killed. This was so that people going out killing
something over and over for whatever reason would eventually
meet an opponent that wasn't worth the effort.
Had a few problems with that at different points, like the
spine leopards falling into the river and drowning a lot
and thus becoming very deadly.

In the first year of the game we had a 'powergaming' flag that
we'd set on players who were powergaming that would slow their
learn rate way down. That was taken out.

The skill system now is good, it's set up so I don't care
about players walking room to room doing hide,sneak,scan because
they're only hurting themselves.
I tend to make skills a Catch-22, if your only focus is your
skills then you're going to have worse skills that the person
who doesn't really care about skills. Though the system is
based on the way we learn in RL as well.
