I was under the impression there was a set code that more or less prevented PCs from gaining skills at a continuous rate (Like they have on Armageddon, Harsh Lands, ect) to sway people away from powergaming.

Maybe it was just a tale told to the newbies to subdue temptation, though. Seems odd the way bandits turned battles around like that at the drop of a hat (used to anyway), I just figured they were exempt from skill code limitations and learned to fight much faster.

Odd. Learn something new every day.
