I thought about the virtual NPCs myself. Maybe when a NPC 'appears' there ought to be a virtual exchange with the shops. Maybe some clothes could be bought and the merchant be given some money. Armor and weapons ought to be left alone, though. I think the government ought to either have to make the weapons itself or buy them from a merchant. Maybe farming could be expanded and there could be a merchant that will buy the farmer's produce. Then, every now and again, the city 'eats' and the farmer's produce disappears, replaced by money. The amount the city 'eats' could be more or less fixed so that if there is a surplus it gets carried over to the next time, and if the merchant runs out of money, that means the city has plenty of food so you better find some other way of making money.

Personally, I'd like to see more of a dependancy of the government on the people, rather that the people just being there as an object of amusement of those that are in power. If the nobles and leaders are getting a stipend, they could just as easily be the only functioning PC(s) in the city and everything would still run fine. The way I see it, the government has the army, the nobles have the forges and tools, and the commoners are the ones that get stood on so that everything is clockwork. If there is a stipend, then the working class loses its purpose.

I think that whoever plays a noble or government official ought to have to worry about losing their position if they aren't careful. It should take a little intelligence.
