I'm not talking about a case in which a person is maliciously prosecuted and
incarcerated by the state. Under these circumstances, the prosecution, judge
and jury represent the people and may therefor be held liable to redress.
I'm being redundant here, but I think the point is valid. If someone has injured
you, whether they be employed within or outside the government, you have only
the right to bring civil suit against the individual who wronged you.
