"But the question is who decides the punishment."

No it isn't. The very question concerns human law. We have no more proof that there even is a God, than we have an understanding of when "life" begins. We could assume that God does not exist, but then there would really be no point in having human laws in the first place. The benefit of doubt must be afforded both subjects, lest we lose any
semblance of consistency within this debate.

"Even looking afterwords, you don;t know whenther it is murder or not. I agree that it is irresponsible, and in my opinion wrong, for a person to get an abortion, but i am not God."

A fetus, when left to it's own devices, will become a "viable" human being, (in the vast majority of cases) regardless of whether or not we can prove that it is "alive" at the time of an abortion. At least the grenade thrower has a 50/50 chance of not ending a life, whereas the abortionist has far fewer odds in their favor.

"As I see it we have two options. We can devote money to finding out once and for all at what point a fetus is alive or we should work toward a realistic alternative to millions of unwanted pregnancies and back alley abortions, so that no one ever has to take their soul into their own hands."

In the first place, we can NEVER know when a fetus is "alive" simply because we have no way of determining what being "alive" actually means, in a way which is acceptable to all of us.
Secondly, if you believe in the concept of a soul, then I submit to you that a woman who attempts to have an abortion, be it legal or illegal, in human terms, is already taking her soul (and perhaps another's) into her own hands.
