You are correct that McVeigh committed a terrorist attack against our country. While I DO NOT condone Rudolph's actions, I find it hard to put him in the same category as McVeigh. He directed his actions against specific groups of people within our country, not the country as a whole.

We captured the traitor who joined the Taliban and fought against our troops, only to have him treated as a poor little rich kid when he went before our court system.

At the moment, the group who is most intent on the destruction of the United States and has the wherewithal to wreak havoc here happens to be concentrated within the Muslim community who is doing little to root them out. Given this FACT, and the FACT that the MAJORITY of Muslims are of Middle-Eastern decent, it stands to reason we would be inclined to pay more attention to those fitting this criterion.
