I agree...there is more than enough blame to go around.

However, having worked in the agency when it was "civil defense" (same organization, different name....some genius thought it was more appropriate) Brown is no leader. He definetly doesn't have what I would consider the qualifications to be in that job. Hell, a first responder would have more knowledge as to what to do than he apparantly has. He should have trusted the people who have spent their careers on the job.
