When our dogs get really out of line I get out the rolled up magazine with electrical tape on one end. They all go lay down! LOL I hit it on my thigh or my hand and tell them NO, go lay down.
Does your older dog have a "safe spot" that he goes to? Our male has under the table and noone bothers him while he is under there, not that they would, he is the instigator! If he has this place I would make sure that the pup doesn't bother him while he is there and each time the pup goes over in that area I would tell him no. Or, you might want to block them from each other to ensure your older dogs safety.
