Hi,
Having her outside all day, she is used to urinate at any moment she wants.
You have to train her keeping it up. Starting from short to longer periods. We used a bench for our dogs. Dogs usualy keep dry when they are in the bench. An other thing to try is keep looking at her and let her get caught in the act and then react firmly.
