It also has to do with the constraints of the game itself. For comparison, look at the NFL, they take any number of players to camp for evaluation; Draftees, Free Agents, hot prospects from other leagues and even Major League baseball pitchers. It is only during Preseason play that Rosters are whittled down to the 53 players who make the cut. We jump right to the 53 man roster and that means some good players are gonna get released. I would like to take 65 players to camp and then cut to the 53 players in the next week. Since thats not possible, I had to release players (some of them good players) to make room for even more talented players.
Now to comment about some of the specific players that were named:

>>WR Omar Zuniga OK 5 90 82 84 78 82 85 74 65...
>>hunh?
This ones easy. Look Ma... no HANDS. :)

>>S Sabir Akbar OK 3 80 77 81 76 78 73 73 68...
Too slow for my tastes. All of my S are faster with better hands.

>>HB William Houston OK 7 88 79 76 83 84 76 76 83...
>>HB Charles Talley OK 8 89 82 80 81 82 82 76 75...
>>EASILY a descent backup with TC... Why was he cut???
If these guys were 4-5 years younger, I would agree, they would make excellent backups. But there are younger players with fairly equivalent talents and skills.

>>WR Johnny Hawkins OK 5 90 82 74 82 85 77 73 79...
>>with proper TC, a playa still.
yeah, with some pitch and catch drills, this guy might make someones last slot. Still there are younger players with better hands.

>>WR Kurt Barth OK 7 89 83 79 84 89 73 70 73...
>>shame on you!
Now here's one I like, too. looks like another year or two left in this guy's tank maybe.

>>TE Todd Paige OK 7 89 87 78 80 83 78 76 74...
>>tell me you got a TE better than this?
while this could be a matter for some debate, I think I do. It depends on what you want your TE to do.

>>P Joe Metzka OK 8 70 63 67 91 73 72 79 97...
>>ya just don't cut a P with 97 DI!
I am with ya on this one! :)

>>LB Kevin Fields OK R 72 70 69 83 59 65 73 63...
>>LB Eddie Phillips OK 2 73 69 69 80 62 73 76 73...
>>with TC and time...
yeah, these guys need to spend some time doing windsprints
