I think in the wake of 9/11 along with increasing terrorism worldwide, that many countries may have to tighten some of the regulations they have for how people travel in and out of their countries.

I don't think the immigration policies of either Canada or Mexico were established to endanger America or their own countries. They have built policies over the years that they felt reflected the social, cultural and political attitudes of their own peoples. All three nations may have to take a closer look at whether their own policies are accomplishing what they had hoped and whether they are being used and abused in order to perpetrate violence within their own nations or on neighboring nations.

We do have to be careful not to think we can impose our policies on Canada or Mexico. All three nations have to realize that none is impervious to attack. One statement made by a leader or a prominent person, one incident of presumed prejudice or lack of support for the terrorists cause and suddenly any nation or community can be attacked. Heck, they might attack Mexico ar Canada just to get them to apply pressure on our policy positions. No one and no nation is really safe from terrorists.

On the other hand we should be careful not to create policies so rigid that they discriminate against all members of a particular ethnic group or that penalize the many in order to restrict the few.
