"Advise" and "Advice" are never interchangeable. "Advise" is an action verb which means to guide and "Advice" is an abstract noun that means guidance based perhaps on wisdom or experience.

ex. "I will advise you to seek advice before you make drastic life changes."

And no, Cari, you may not have a pass to the restroom.
