There's one thing you've got to learn when running a campain. THE PLAYERS WILL FUCK UP YOUR CAMPAIN. There is nothing you can do to stop them. Hell, some people take great pleasure in making your life difficult. Get used to it. The best and most enjoyable challenge when running a campain is making things IN THE PLOTLINE happen so that the players end up doing what you want. Don't limit them with rules, what you should do is make it so that if they play in character they end up doing what you want.
And always realize that the very nature of what it is to be human is to change and be unpredictable. Get used to it and figure out how to cope.
