 i don't think better welfare would help. It would just create a welfare state, like england, which is near communism. If you take money from the rich and give it to the poor, eventually the rich stop caring because the fruits of their labors are taken away and given to bums. Every stops trying in hope of welfare and the gov't goes bankrupt. This is communism. People act for their interests, not society's.
