How bout sculpting the feet into boot shapes, with heel and sole or whatever you need. Then dip in black tool-dip a couple of times. After each dip, you'll have to trim off the excess at teh top. IIRC, Tung would do three dips for masks, so you might have to do four. This way, you've got form-fitting boots that "will" come off, just not easily. After it's fully cured, you just tuck the leggings in, and voila! Just an idea....
