John 20: 19-22

22. And when he had said this, he breathed on them, and saith unto them, Receive ye the Holy Ghost:

23. Whose soever sins ye remit, they are remitted unto them; and whose soever sins ye retain, they are retained.

I'm having trouble understanding verse 23 and what it means. Can you clarify (well, dumb me, of course you can) so I'll change it to please clarify....giggle!

I believe this is speaking of the special apostolic powers granted to all the apostles after the resurrection. They did not have this power before the resurrection and this gift did not include Judas. Paul comes under this special grant of power and also probably Matthias (Acts 1:26) Consider this with Paul:

1 Timothy 1:20 Of whom is Hymenaeus and Alexander; whom I have delivered unto Satan, that they may learn not to blaspheme.

Consider Peter:
Acts 5:1-10 But a certain man named Ananias, with Sapphira his wife, sold a possession, 2 And kept back part of the price, his wife also being privy to it, and brought a certain part, and laid it at the apostles' feet. 3 But Peter said, Ananias, why hath Satan filled thine heart to lie to the Holy Ghost, and to keep back part of the price of the land? 4 Whiles it remained, was it not thine own? and after it was sold, was it not in thine own power? why hast thou conceived this thing in thine heart? thou hast not lied unto men, but unto God. 5 And Ananias hearing these words fell down, and gave up the ghost: and great fear came on all them that heard these things. 6 And the young men arose, wound him up, and carried him out, and buried him. 7 And it was about the space of three hours after, when his wife, not knowing what was done, came in. 8 And Peter answered unto her, Tell me whether ye sold the land for so much? And she said, Yea, for so much. 9 Then Peter said unto her, How is it that ye have agreed together to tempt the Spirit of the Lord? behold, the feet of them which have buried thy husband are at the door, and shall carry thee out. 10 Then fell she down straightway at his feet, and yielded up the ghost: and the young men came in, and found her dead, and, carrying her forth, buried her by her husband.

In either case Paul nor Peter tried to intercede with God for these guilty parties. I believe it is very possible that had Peter asked God to spare them He would have but God was working through Peter. God was working through Paul to deliver the two transgressors to Satan.

In a similar case with Paul as Peter we see this power working again in 1 Corinthians 5:1-5 It is reported commonly that there is fornication among you, and such fornication as is not so much as named among the Gentiles, that one should have his father's wife. 2 And ye are puffed up, and have not rather mourned, that he that hath done this deed might be taken away from among you. 3 For I verily, as absent in body, but present in spirit, have judged already, as though I were present, concerning him that hath so done this deed, 4 In the name of our Lord Jesus Christ, when ye are gathered together, and my spirit, with the power of our Lord Jesus Christ, 5 To deliver such an one unto Satan for the destruction of the flesh, that the spirit may be saved in the day of the Lord Jesus.

There were special powers granted to the Apostles that died out with the Apostles. God deemed it necessary for the establishing and building of the Church. They had the authority to act on the spot withtout the need to pray about it.(Not that they didn't) One other thing is the Apostles were so close to Jesus, especially Peter, James and John along with Paul that they had the mind of Christ in a special way.(1 Cor. 2:16)

Hope this helps.
