Subject: A person's IP# changes every single time a person signs on. So, to try to identify someone from an IP# is ridiculous. IP is internet protocol, & if you sign off, then I sign on, I could get the same # you just had. ISP is internet service provider (like AOL, cable, etc.). You have the ISP you pay for, but the #s are the IPs.
