This is just guessing but in the Hall of Heroes in the warriors guild you can look up people. For eg. for Lanfear it says "an adventurer who is so renowned that no
introduction is needed." But for people who have just started and havent done a lot of quests it says " is too insignificant to have a dedication in a fine place like this."

Maybe you have to be really well known (done a lot of quests before so that you end up in the Hall) to finish the quest.

Just an idea.
