You have to talk to him first, to get him to tell you about it. Then I believe you "attach" the rat and the lemon (in no particular order), and "pour acid into dish on regurgitator". (That syntax took me for-bloody-ever to figure out.) Snooky will still take everything away after you've tried it, but now he'll tell you another color of acid to try.
