The only that have started and have been successfull were:
University of South Alabam (1997)
Duke (2007)
UNC-Chapel Hill (2006)
Georgia State University (2000) - On the brink of becoming a Div. 1 team
George Mason (1993)
Vermont (2006)
Maine (2007)
UNC-Greensboro (2005)
U-Texas at Arlington (2007)
U-Wisconsin at Milwaukee (2003)
Xavier (2003)
SIUE (2005)
Miami (OH) (2005)

I believe its the best way to get a college football team established and this would be a baby step to do so.
