I don't know. Every track event that I've done (except for the 100, 100 hurdles and 200) has been tough in it's own way. But since you add the mentally tough part, I'd have to go with the 400 hurdles. But never having done any races between 1000 and 5000 (I have done cross country), my point of view is probably a bit biased.
